# How to track Conditional Grant money

Conditional Grants are used to help fund particular national government policy objectives.

Each Conditional Grant is administered by a particular national department. It is then transferred to provinces and municipalities responsible for implementing the objectives of the grants. Provincial governments and municipalities apply for grants using business plans.

Grant frameworks and allocations are updated and published every financial year.

### Which national department administers a particular grant?

To see which national department administers a grant, find the Grant Framework for that grant. These are found one-by-one on vulekamali ([municipalities](https://vulekamali.gov.za/datasets/frameworks-for-conditional-grants-to-municipalities), [provinces](https://vulekamali.gov.za/datasets/frameworks-for-conditional-grants-to-provinces)), in the [Division of Revenue Bill Annexures](https://vulekamali.gov.za/datasets/division-of-revenue-bills), and in the [government gazette](https://search.opengazettes.org.za/search?q=conditional%20grants\&offset=0\&sort=newest).

### How much money is allocated to a province or municipality?

The conditional grant allocations show how much money is planned to be transferred to a province or municipality for a particular grant. These plans may change, but at the beginning of the financial year, this is what was expected.

To see how much has been allocated to a municipality or a province under a particular grant, find the allocations table. These are found in the [Division of Revenue Bill Annexures](https://vulekamali.gov.za/datasets/division-of-revenue-bills), and in the [government gazette](https://search.opengazettes.org.za/search?q=conditional%20grants\&offset=0\&sort=newest).

Find the table with a column for the grant you are interested in.

The division of revenue bill annexure tables are also available in an Excel spreadsheet which makes it easier to accurately copy or work with the numbers for your own analysis.

### How much has actually been transferred from the national department to the province or municipality?

How much of the allocated money has the province or municipality actually received and had available to use?

#### Provinces

This is shown in the Section 32 (of the PFMA) gazetted reports, also known as provincial in-year monitoring, or IYM. For each province, a table is shown with a summary of the grant allocations and actual transfers to date.
